Attention funds access.

IVVOA does not sell electricity as a commodity. Screens at each site carry advertising and sponsored content. That income funds a complimentary allowance. The allowance brings drivers, drivers bring time and attention, and attention makes the screens more valuable. Each turn of the loop makes the next one stronger.
